This issue generally occurs when you are using one Steam account to launch the game, but that Steam account has been linked to multiple Ubisoft accounts. If your Steam account has previously been linked to a Ubisoft account, it's possible that your game was activated on the other account so the communication between the two accounts is being interrupted.
To fix this issue:
- In Ubisoft Connect, select your account username in the top-right corner.
- Select Log out.
- Enter the login credentials for any other Ubisoft accounts you may have.
- Once successfully logged in, try launching your game again through Steam.
