The Last Stand expansion gives you access to a new game mode and a new incursion.
To access the Last Stand game mode, you'll need to find the entry point in the Base Of Operations. This will be located next to the Survival entry point. To be able to access it, you will need to be level 30 and start the side mission Operation Last Stand by talking with Kekich.

Incursion - Stolen Signal
The new incursion will pit you against the Rikers in a TV Broadcast building. You'll find it on the Map of Manhattan, in the Clinton District. Note that you'll need to be level 30 and have access to world tier 2 to be able to start this incursion.
